Based on the Boston University Psychiatric Rehabilitation Model, Home and Community Based Services (HCBS) provide services to individuals diagnosed with a mental illness that are living in the community and working towards individual recovery goals. 


Psychiatric rehabilitation promotes recovery, full community integration, and improved quality of life for persons who have been diagnosed with any mental health condition that seriously impairs their ability to lead meaningful lives. Psychiatric rehabilitation services are collaborative, person directed, and individualized. They focus on helping individuals develop skills and access resources needed to increase their capacity to be successful and satisfied in the living, working, learning and social environments of their choice. 


RSTs Home and Community Based Teams are multi-disciplinary teams comprised of Care Coordinators, Life Skill Instructors, a Psychiatrist, Therapists, and a Certified Recovery Specialist. These teams utilize evidence based practices to assist individuals on their path to recovery. EBPs utilized include:

  • Illness Management and Recovery (IMR)
  • Wellness Recovery Action Plan (WRAP)
  • Motivational Interviewing
  • Person-Centered Treatment Planning.

Each individual served will complete a needs and strengths assessment (ANSA) and this information will be utilized to develop a person-centered treatment plan. 


The treatment services provided are predominately reimbursed through Medicaid Rehabilitation Option (MRO). 


If the individual does not have Indiana Medicaid and/or a qualifying MRO diagnosis, they may be ineligible to receive these services.
